A building survey is the first step in determining the presence and potential
hazard of Asbestos-Containing Material (ACM) in a structure. Nova Environmental,
Inc. has a staff of inspectors trained and accredited to locate, identify and
sample for ACM in all types of buildings. The methodology behind the inspection
process is based upon the scope of work at hand.
Nova conducts two types of asbestos inspections. The first type, an AHERA
inspection, is conducted for school buildings and incorporates response actions
and hazard assessments within the Management Plan.

The second inspection encompasses buildings (public and commercial) to remove
regulated asbestos containing material prior to renovation or demolition
activities. This inspection is required under NESHAP for all buildings
undergoing renovation or demolition.
After a comprehensive review of the building records, our inspectors conduct
a systematic search of the facility in order to determine the location, quantity
and condition of suspected asbestos-containing materials. Determination of
asbestos containing material are accomplished by collecting representative bulk
samples of homogenous areas and have them analyzed for the presence of asbestos
using Polarizing Light Microscopy and/or Transmission Electron Microscopy.

Operations and Maintenance Program Manual
A comprehensive Operations and Maintenance Program is developed to provide
the building owner with technical assistance in managing asbestos material in
place. The program also provides detailed guidance on conducting small-scale,
short-duration activities and emergency situations involving asbestos containing
material. A medical surveillance program and respirator protection program are
also included in this document to ensure safety and compliance with government
regulations.
Although the Operations and Maintenance Program and Management Plan are
currently required only in schools, these types of programs are an important
part of any asbestos management policy. These documents are offered to building
owners to aid in managing asbestos more efficiently and reduce client
liability.
Specification Development and Project Management
Due to the complexities of construction activities, technical specifications
can be developed by Nova Environmental, Inc. for asbestos abatement projects in
accordance with applicable regulations and industry standards. Nova
Environmental Inc. has a staff of trained and state certified asbestos project
designers with decades of experience in developing asbestos abatement
specifications. These specifications help to organize and facilitate the
abatement of asbestos containing material during the construction process. The
specification is the document in which the scope of work is defined and to which
the abatement contractor is legally bound.
As the Project Manager, we assist the building owner in reviewing bids and
selecting an asbestos abatement contractor. Consultation and guidance are
provided to ensure compliance with all applicable regulations set forth by the
Environmental Protection Agency, Occupational Safety and Health Administration,
Department of Transportation and the various applicable state regulatory
standards.
In addition to administrative assistance, Nova Environmental, Inc. provides
on-site technical assistance to the building owner. Neutral third party air
monitoring is conducted before, during and after the response actions and/or
abatement projects to ensure adherence to the applicable regulatory standards,
specifications and the overall safety of the job site. |
